Wow it has been ages since I made a tutorial. Well this is the first one for 2011.
First crop your image 100x100. For this tutorial I will be using Hermione.

I want to get started on the foundation of the colouring so go to Layer>New Adjustment Layer>Channel Mixer. I want some blue tones but without losing the skin tone completely. So set it to:
Red:
R - +127
G - -30
B - -5
Green:
R - -16
G - +91
B - +14
Blue:
R - -16
G - 0
B - +120

Now to darken and add more of a red tint go to Layer>New Adjustment Layer>Colour Balance. As the name suggests we are balancing the dark and light colours that make up the image. Set it to:
Midtones:
+17
+2
-9
Highlights:
-15
-12
-8
Shadows:
+10
-5
-6

Next I want to darken it a bit more before brightening it up so go to Layer>New Adjustment Layer>Levels and type in:
5 , 0.8 , 255

Now to start brightening it up, go to Layer>New Adjustment Layer> Curves. Now normally I use one point on the line but I have learnt that it is better to use more. So place these points:
RGB:
Output: 277
Input: 255
Output: 192
Input:165
Output: 125
Input: 60
Red:
Output: 160
Input: 122
Output:77
Input: 72
Green:
Output: 169
Input: 145
Output: 75
Input: 75
Blue:
Output: 166
Input: 140
Output: 87
Input: 85
Essentially you want the curves to look like this:

Now to begin refining the colouring. Go to Layer>New Adjustment Layer>Vibrance. This is to slightly brighten the colours already there. Type in:
Vibrance: +18
Saturation: -3

Now I want to darken a bit for I start manipulating the colours again so go to Layer>New Adjustment Layer>Brightness/Contrast. Type in:
Brightness: -16
Contrast: +17

Now to add another Brightness/Contrast layer to beginning brightening it up again. Type in:
Brightness: 12
Contrast: 0

Next I want to add a bit more of a red-ish tint and boost the colours of Hermione’s coat. So go to Layer>New Adjustment Layer>Selective Colour and type in:
Red: -9, -9, -12
Cyan: +100, +20, -40
Neutrals: -14, -2, -5

Now finally one last boost of brightness using a Curves layer and plotting points:
RGB
Output: 199
Input: 255
Output: 182
Input: 137

To finish it off, merge all layers by right clicking on a layer and selecting Merge Visible; Duplicate the layer by right clicking on it and selecting Duplicate Layer and then going to Filter>Sharpen>Sharpen. Set the Opacity to 40%
